The early bird gets the worm. So in short, neoteny is a feature inherent in our genetics which shows that we biologically possess certain traits that give us more juvenile appearances overall, especially females. Attraction more or less serves the purpose of procreation and in a competitive environment it stands to reason that the "guy who can get there first wins" is a potential strategy that can be employed inside a dominance hierarchy where men are required to compete for female attention. As a result on the average distribution of preferred age some will select younger females. As long as procreation is or will be very soon possible this makes sense as an extreme end of the bell curve for procreation strategy. It also stands to reason that we are imperfect as organisms and that particular strategy may itself be on a bell curve with some seeking out excessively young folks who are not yet able to procreate but we have sophisticated social networking that allows for internal justifications (like the sooner we get married the sooner exclusivity in mating is secured). And the biology that drives all that will certain harness whatever social explanation will justify the most extreme end of the most extreme strategy.
Moral reinforcement such as yours probably curtails the majority of nonviable attempts as the most extreme end of the curve likely has some deleterious effects.
But all the same, yeah that's why we like young girls.
At least us Hebes have sometimes been successful in our conquests and socially accepted too. (Not in this current era but sometimes).
