Kinda true. Real time upscaling of any video card doesn't come near the quality of a conversion/upscale of the video file. The trade off is time as, as always: without a beefy PC doing a proper upscaling of a movie takes days. And in the case he pointed out, streaming, you can't convert the video file, so the only option is to use what he said, real time hardware upscaling from video cards (he pointed out abou Nvidia cards but AMD do upscaling too).
Topaz upscaling is really amazing, but you need to set up the software, which is time consuming. You can get a template for Topaz, but it isn't garantee that the template will improve all video files feed to the software.
In resume, if you want just to improve content you will watch once or a few times, and won't keep the midia to watch later, just let your PC upscale the videos by itself.
But if you want to get outstanding results and want to keep the content to watch later go for hardware + software conversion and upscaling of you video files.
The same tips work to images/photos, just keep in mind the conversions are way faster than videos.
Oh, and abou AI upscaling, it really isn't NOW better than using the top software with good configurations. But I think in less then 5 years AI will run laps around software conversion without AI, like Topaz.
